“SMART CITIES” OF RUSSIA

Abstract
This article is devoted to the theoretical and legal foundations of the digitalization of local selfgovernment in the Russian Federation, the digital technologies being introduced in addressing issues of localimportance, the concept of «Smart City». Digital transformation is currently one of the priority areas for thedevelopment of the state. The task of the regulator is to respond in a timely manner to the ongoing changes,to introduce the latest technologies in all spheres of life, taking into account organizational and legal issues.In the last decade, a legal framework has been actively developed aimed at strengthening digital processesin all spheres of society. The author notes the positive aspects of the ongoing digital processes in the fieldof local self-government, the need to increase the role of the local community in the management of themunicipality and identifies the problems that arise in practice, suggesting ways to resolve them.
