Abstract
The article presents a comparative analysis of the ideas Of N. Alekseev, Moscow and V. Pareto for theselection criteria of the leading layer. The authors draw attention to the Eurasian approach of contrastingWestern and Eurasian elites in accordance with the concepts of legal systems — the primacy of law and theprimacy of duty. Provisions on types of elites and mechanisms of their interaction with the leading layer arecritically considered. The theses are a continuation of previous studies of the authors concerning the theory ofelite and ruling selection in the conservative legal ideology of Russia, foreign elitology and in Russian reality.
